School Facilities Financing Working Group — December 11 Meeting

The School Facilities Financing Working Group meeting was productive. The working group is making positive progress towards recommendations to the Legislature.

They adopted principals for Facilities Funding Reform Work Group as principals the whole group is committed to. The eight principals center around funding that is efficient, fair, adequate and sustainable. You can read them at http://education.state.mn.us/MDE/Welcome/AdvBCT/SchFacFinanWorkGroup/053618.

The different options the work group are entertaining are related to seven components of school finance for facilities. They are:
1. Operating Capital Revenue
2. Alternative Facilities/Deferred Maintenance Revenue
3. Voter approval
4. Debt Service Equalization
5. Capitol Projects Referendum
6. Review and Comment
7. Facilities Grants

The next meeting will be over a longer time span to make significant progress on their recommendations in each of the above areas. The group is coming together around some common themes. The next meeting will be important as they hone in on some specific recommendations by working through the document, “Committee Decision Points,” now posted at http://education.state.mn.us/MDE/Welcome/AdvBCT/SchFacFinanWorkGroup/053620.
